1. Estimates, Scope of Work & Hidden Site Conditions
Written estimates provided by Scranton Plumbing Expert reflect preliminary diagnostic evaluations based on visible and accessible plumbing infrastructure. In older properties across Northeastern Pennsylvania, plumbing systems are frequently concealed within finished walls, concrete slabs, or underground utility easements.
If our technicians uncover unforeseen, concealed defects during excavation, exploratory opening, or demolition—such as deteriorated structural framing, unmapped electrical wiring in plumbing cavities, subterranean rock ledges, or collapsed municipal tie-ins—the customer will be notified immediately. Any necessary modifications to the scope of work and associated pricing will be presented in writing for client authorization before proceeding.
2. Code Compliance & Municipal Permitting Standards
All mechanical plumbing installations, drainage alterations, gas piping modifications, and water heater replacements are executed in strict compliance with the Pennsylvania Uniform Construction Code (PA UCC Title 34) and the International Plumbing Code (IPC).
When municipal regulations require an official plumbing permit or third-party inspection (such as city water heater permits or street sewer opening permits), associated municipal filing fees will be itemized in the project proposal. The homeowner is responsible for granting reasonable access to municipal inspectors during regular business hours.
3. Workmanship Guarantee & Manufacturer Warranties
Scranton Plumbing Expert stands behind our craftsmanship. Mechanical labor performed by our licensed technicians is covered under our standard contractor workmanship warranty against defects in installation.
- Manufacturer Warranties: Equipment, appliances, and fixtures (including storage tank water heaters, tankless units, sump pumps, and faucets) are warranted directly by their respective manufacturers. Scranton Plumbing Expert assists clients with warranty documentation and registration.
- Drain Clearing Exceptions: While we guarantee thorough mechanical line cleaning and provide video inspection verification, drain lines suffering from severe structural collapse, inverse slope (bellies), or aggressive outside root penetration cannot be permanently warranted against future clogs without structural pipe replacement.
4. Severe Weather, Force Majeure & Emergency Road Conditions
Northeastern Pennsylvania experiences extreme winter weather events, including blizzard conditions, icy mountain roads, and sub-zero polar vortex cold snaps. While Scranton Plumbing Expert prioritizes emergency burst pipe calls and heating system restorations, our dispatch schedules may be adjusted during hazardous driving conditions to ensure the safety of our technicians and equipment.
During region-wide freeze events with high emergency call volumes, priority is given to active catastrophic water leaks and total loss of heat or water. Non-emergency maintenance requests may be rescheduled to accommodate life-safety situations.
5. Property Owner Responsibilities & Site Access
To ensure the safe and efficient execution of plumbing work, the property owner or an authorized adult representative must:
- Provide clear, unobstructed access to the main water shutoff, utility meters, basement mechanical spaces, and work areas.
- Secure domestic pets away from plumbing service zones and transit corridors.
- Ensure children remain at a safe distance from tools, excavation trenches, and specialized machinery.
6. Payment Terms & Financing Agreements
Payment is due upon completion of scheduled work and satisfactory testing, unless written progress payment milestones or approved third-party financing arrangements have been formalized in advance. We accept major credit cards, bank checks, and approved financing plans.
7. Limitation of Liability
Scranton Plumbing Expert exercises reasonable care during all operations. We are not liable for pre-existing structural decay, dry-rotted subflooring revealed upon toilet removal, or incidental plumbing failures occurring downstream in unserviced, deteriorated sections of vintage piping.
8. Governing Law & Jurisdiction
These terms and conditions are governed by and construed in accordance with the laws of the Commonwealth of Pennsylvania. Any legal disputes arising under these terms shall be resolved within the Court of Common Pleas of Lackawanna County, Pennsylvania.
